Sealed bids for the construction of Sub4, Circuit#43 12kV Upgrade shall be received at the Opelika City Hall Conference Room, 204 South Seventh Street, Opelika, Alabama, until 2:00 p.m., local time on Tuesday, October 17, 2017, and then publicly opened and read aloud. All interested parties are invited to attend. Only bids from competent general contractors will be considered. At the time of contract award, the successful bidder must be a properly licensed general contractor. The contractor’s license number shall be displayed on the outside of the sealed bid envelope.
THE WORK INCLUDES CONSTRUCTION OF APPROXIMATELY ONE AND HALF (1.50) MILES OF THE ALABAMA HIGHWAY 12KV DISTRIBUTION LINE SINGLE CIRCUIT #43 FROM THE CITY OF OPELIKA’S EXISTING ELECTRICAL SUBSTATION #4 LOCATED AT THE INTERSECTION OF AL HWY 1 AND LAKE CONDY ROAD TO AN EXISTING CONCRETE STRUCTURE NO. 00736 APPROXIMATELY LOCATED AT THE INTERSECTION OF AL HWY 1 AND FOX TRAIL NORTH FOR OPELIKA POWER SERVICES.
Contract documents will be available for inspection and may be obtained from the office of the Opelika Purchasing Agent, located at 204 S 7th Street, Opelika, AL 36801 upon receipt of $25.00 per set.
MANDATORY PRE-BID Meeting: A mandatory pre-bid meeting will be held on Tuesday, October 3, 2017 at 10:00 AM onsite at OPS Substation #4 located at 200 Lake Condy Road Opelika AL, 36801.  All interested bidders shall be in attendance to bid on the contract. An onsite walk-through of the project will follow.
The bidder’s proposal must be submitted on the complete original proposal furnished to him/her by the City of Opelika. All information in the proposal must be completed by the bidder for the proposal to be accepted.
A Bid Bond in the amount of five (5) percent of the bid amount (maximum amount: $10,000) in the form of a certified cashier’s check or money order made payable to the City of Opelika must accompany each bid. Performance and Payment Bonds for the full contract sum will be required of the successful bidder. The right is reserved by the Owner to reject all Bids and to waive irregularities.
All bidders must comply with the Contractor’s Licensing work involved. It is also noted that any subcontractor performing Work in excess of $50,000.00 must also be licensed as a general contractor in the State of Alabama.
As one of the conditions of submitting a bid, it must be understood that knowledge and experience is extremely important. Therefore, the low bidder may be required to submit evidence and proof acceptable to Opelika Power Services of his or her ability, knowledge, experience, training of supervisory personnel and labor, and may be required to also submit evidence and proof that bidder has performed work of a similar nature within the last forty-eight (48) months and that such work was satisfactorily and safely completed. Bidder agrees that if he or she has not done similar work recently, or if Opelika Power Services is not absolutely convinced that the bidder has sufficient knowledge, experience, ability, equipment, etc., to properly perform the Work, that it shall be sufficient grounds for the refusal of the bids.
