INVITATION FOR BIDS
Sealed proposals will be received by the City of Opelika at City Hall, 204 South 7th Street, Opelika, Alabama, until 2:00 PM Central Time, Tuesday, December 6, 2016, for:
A NEW CENTRAL FIRE DEPARTMENT
for the
CITY OF OPELIKA
The bid opening will be a public bid opening.
The Work includes but is not limited to, selective demolition of existing improvements, site work, construction of a new fire station, coordination of the entire project, and all related work, as indicated in the Bid and Contract Documents.
Drawings and Specifications may be examined at the Office of the Architect.
Invited General Contractors may obtain Bid Documents from the Architect by digital access/file sharing access for a one time administrative fee of $25.00 (non-refundable; separate check), and/or on CD (PDF format) for a one time deposit of $50.00 (non-refundable; separate check), and/or upon deposit of $175.00 per set (separate check), which will be refunded in full on the first two (2) sets issued to each bidder submitting a bonafide bid, upon return of documents in good and reusable condition within ten (10) days of bid date.  Other sets for general contractors, and sets for subs and dealers, may be obtained with the same deposit, which will be refunded as above, less cost of printing, reproduction, handling and distribution, which is estimated to be the same as the deposit amount.  Partial sets will not be available.

Certified check or bid bond payable to the Owner, for not less than five percent (5{44c616e11cf70d617c8dd92fb0bc15f41001df771f775c6b004238009c89a3f0}) of amount of bid, but in no event more than ten thousand dollars ($10,000), must accompany each proposal.
Workmen’s Compensation, extended fire and tornado insurance, public liability and property damage insurance, performance and payment bond; and Builders Risk insurance will be required; Insurance in compliance with requirements, and verification of E-Verify enrollment will be required at the signing of the Contract.
AIA General Conditions, AIA Document A-201 “General Conditions of Contract for Construction”, 2007 Edition, issued by the American Institute of Architects is part of the specifications for this project, except as modified by the Project Manual.
Bids must be submitted on proposal forms furnished by the Architect or copies thereof.  All bidders bidding in amounts exceeding that established by the State Licensing Board for General Contractors must be licensed under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, and must show such evidence of license before bidding or bid will not be received or considered by Architect or Owner; The bidder shall show such evidence by clearly displaying their current license number on the outside of the sealed envelope in which the proposal is delivered;  Bidder must also include their current license number on the Proposal Form.  No bid may be withdrawn after the scheduled closing time for receipt of bids for a period of SIXTY (60) days.
Additional qualifications and requirements for General Contractor Bidders and separate Subcontractors and Manufacturers are indicated in the Bid and Contract Documents.
The Owner reserves the right to reject any or all proposals and to waive technical errors if, in their judgment, the best interests of the Owner will thereby be promoted.

PREQUALIFICATION PROPOSAL REQUIREMENTS
PROJECT:     NEW CENTRAL FIRE DEPARTMENT

1.1         Written Submittal – To Include At Least the Following:
(Note that failure to provide all information requested, and failure to provide full disclosure will be deemed non-responsive by the Owner, and as just cause for rejection of any prequalification submittal).
A.     Completed American Institute of Architects (AIA) Document A305, “Contractor’s Qualification Statement”, latest edition, which may be purchased from an A.I.A. documents vendor by the Contractor.
B.     Include a list of projects of similar types, size, scope and complexity, which have been completed over the past five years by the company submitting this prequalification proposal.
1.     Include name, address and telephone number of Owner, Architect, any Construction Manager or Program Manager, and the original and final Contract amounts.
2.     A minimum of three (3) such similar projects will be required for prequalification.
C.     Confirmation that insurance and bonding requirements of the Alabama Building Commission can and will be furnished and a letter of confirmation from your company’s underwriter, broker, and/or agent indicating bonding limits, and that the required liability insurance is either in place or obtainable by the company submitting this prequalification proposal:

E.     Organizational chart of company structure.
F.     Provide (and list, if applicable) your company’s OSHA accident frequency rates and Alabama workers compensation modifier.
G.     Provide your company’s Experience Modification Rate for the last three years.
1.2     Refer to Advertisement for additional information and requirements regarding prequalification.
A.     Note that State of Alabama Building Commission requirements, except as modified in the Bid and Contract Documents, will be applicable to the Work of this project.
B.     Note that following this Prequalification process and legal advertisement for bids, a Mandatory Pre-Bid Conference will be held at City Hall on November 29, 2016, and attendance by Prequalified General Contractors will be required. Bids from Prequalified General Contractors not attending the Pre-Bid Conference will be rejected.
