NOTICE OF PLANNING COMMISSION MEETING AND PUBLIC HEARINGS
TO:  RESIDENTS AND PROPERTY OWNERS OF THE CITY OF OPELIKA AND ALL OTHER INTERESTED CITIZENS
NOTICE IS HEREBY GIVEN that the Planning Commission of the City of Opelika, Alabama will hold a regular meeting and will be conducting public hearings on Tuesday, December 20, 2016 at 3:00 p.m. in the Commission Chambers in the Public Works Administrative Building located at 700 Fox Trail, Opelika, Alabama.  The purpose of the public hearings is to receive public comment on the following:
1.    A public hearing, tabled at the November 22nd meeting, to consider a recommendation to the City Council on proposed zoning text amendments, in brief, as follows: Amend Section 6.1 Districts by adding under Special Districts, Planned Public Housing District, PPHD: Section 6.4 Purpose and Intent of Zoning District; Planned Public Housing District, This district is intended to accommodate the mixed income redevelopment of Opelika Housing Authority properties. Add Section 8.18.2 Planned Public Housing Regulations. (Tabled at Nov 22nd meeting.)
2.  A public hearing on a request by Barrett-Simpson, Inc., authorized representative for Manual L. Ezell, property owner, for preliminary and final plat approval of Ketchum-Hughley subdivision consisting of 2 lots located at 2420 Grand National Parkway.
3.    A public hearing on a request by Barrett-Simpson, Inc., authorized representative for W.S. Newell, Inc., property owner, for preliminary and final plat approval of Towne-Lakes subdivision, Plat 3, consisting of 20 lots accessed from Towne Lake Parkway.
4. A public hearing on a request by James McCrory, authorized representative for Opelika Housing Development, Inc., property owner, for preliminary and final plat approval of Raintree Housing Development subdivision consisting of 7 lots accessed from Raintree Street and Fruitwood Circle.
5.    A public hearing on a request from Jay Toland, authorized representative for Village Partners LLC, property owner, to ratify an administrative plat called Village at Hamilton Lakes subdivision consisting of 2 lots accessed from Stonybrook Point, and review of Condominium documents for the subdivision property.
6. The Reserves at Wyndham Gates subdivision, Phase 1A, Final Plat Approval, 6 lots on Gwynne’s Way, Dino McDowell, Final Approval
7. A public hearing on a request by Brandon Bolt, authorized representative for Wyndham Properties LLC, property owner, for a minor revision to the Wyndham Master Plan PUD at 3001 Wyndham Industrial Boulevard to add church as a designated use instead of office use.
8. A public hearing on a request by Brandon Bolt, authorized representative for Wyndham Properties LLC, property owner, for conditional use approval for a church at 3001 Wyndham Industrial Boulevard.
9.  A public hearing on a request by Tim Traffanstedt, authorized representative for Tellie Sanders, property owner, for conditional use approval for an office of contractor without equipment and material yard at 45 Samford Avenue.
10. A public hearing on a request by Southside, LLC, authorized representative for Flora Jane Ingrum (Rhodes), property owner, for conditional use approval for a 21 unit multi-family condominium development at 410 Geneva Street.
11. A public hearing on a request by Benjamin T. Bell, authorized representative for Pepperell Village LLC, property owner, for conditional use approval for new exterior materials for Outback restaurant at 2115 Pepperell Parkway.
12.   A public hearing on a request by Chris Clayton, authorized representative for FNA NP LLC, 2014, property owner, for conditional use approval for a new restaurant (Cook Out Restaurant) at 2168 Interstate Drive.
13.  A public hearing to consider a recommendation to the City Council on the request by Anderson Properties LLC, property owner, (1) to rezone 1 lot, 31,750 square feet, located at 301 2nd Avenue from a C-2, GC zoning district to a C-3, GC zoning district. (2) A public hearing to consider a recommendation to the City Council on the request by Anderson Properties LLC, property owner, to rezone 1 lot, 9,900 square feet, located at 215 2nd Avenue, from a C-3, GC zoning district to a C-2, GC zoning district.
14.     A public hearing to consider a recommendation to the City Council on the request by Anderson Properties LLC, property owner, to rezone 1 lot, 9,900 square feet, located at 1310 First Avenue, from an M-1 zoning district to an R-4 zoning district.
15.  The following “Other Business” item: Northbrook SD, Phase 5, 45 lots, R-4 zone, Northbrook Drive, Brandon Bolt, Preliminary Approval at November 22nd PC meeting. Further discussion by applicant for a deletion of one lot instead of two lots.
All interested persons are invited to attend the meeting/public hearings and be heard.  Written comments concerning the above matters may be mailed to the Planning Director at 700 Fox Trail, Opelika, Alabama 36801 at any time prior to the meeting/public hearings and may be further submitted to the Planning Commission at the meeting/public hearings.
The Planning Commission reserves the right to modify or alter any of the proposed amendments to the Zoning Ordinance and to make its recommendations accordingly to the City Council.
